Policy  Advocacy

In consultation with industry members, CII is continuously compiling immediate business challenges across multiple sectors for minimising the fallout of emergency Coronavirus health measures on the economy. It is providing policy suggestions for macroeconomic management, monetary measures, and ease of doing business.
With unprecedented rise in Covid-19 cases and acute shortage of medical oxygen pushing the hospitals in the country to the edge, India Inc has once again come forward to lend a helping hand to strengthen the fight against the pandemic.

​CII has been proactively engaging to catalyze the private sector and industry initiative to complement and supplement the Government of India in combating the second wave of COVID-19.

CII has also been supporting and assisting industry members to address issues arising out of various measures at the state and district level that impact their operations.

CII Recommendations accepted by the Government on Economic Relief from Pandemic​ (28-06-2021)
​
A comprehensive set of measures announced by the Hon'ble Finance Minister Smt Nirmala Sitharaman on 28 June 2021 and many CII recommendations were accepted by the Government on economic relief package from pandemic.

CII Representation to Ministry of Finance & Insurance Regulatory and Development Authority of India (25-06-2021)
​In the current pandemic situation, the Insurance Sector plays the role of ‘first port of call’ for a majority of pandemic related health and life claims. The crisis has pushed the insurance industry to change the way it operates and in these difficult times, it has strongly supported the well-being of citizens through timely rollout of claim settlements. In this context, the CII has come out with a detailed paper related to current prevalent issues and recommendations on feasible solutions to ensure sustainability in this important sector.  (More)

CII Representation on Taxation of COVID-19 Perquisites and Support Expenses (10 June 2021)
The corporate sector has extended every possible support to the people affected by the Covid-19 pandemic. Besides contributing to the society at large, businesses have been actively providing monetary assistance and other support to employees for COVID-19 care related expenses. CII made a representation to the Revenue Secretary requesting exemption for monetary assistance and other support provided by employer to employees for COVID-19 care related expenses and provision of deduction for support provided by entities to State Governments, bodies and hospitals. Tourism Sector Recommendations to the Minister of Finance (10 May 2021)
The Tourism and Hospitality Sector has undergone a severe stressed fiscal situation, because of a sharp decline in revenue collections due to the COVID-induced economic slowdown. As our country once again is facing a deep surge in the COVID cases, no part of the economy has been more devastated than the hospitality, travel, and leisure sector.  (More)

Recommendations for GST Rate re-structure for medicines, API, etc for healthcare sector
Improving access to affordable medicines is critical for the fight against the COVID-19 pandemic. CII recommended to the Central Board of Indirect Taxes and Customs (CBIC), Ministry of Finance and GST Council to reduce the GST rate on critical COVID-19 materials to 0.1% justified vis a vis GST exemption. Recommendation to remove anomaly retrospectively of charging GST on supply of services of Job work on export goods
Consequent to the introduction of GST, exemption of job work under IGST on export goods was not extended. CII recommended to the Central Board of Indirect Taxes and Customs (CBIC), Ministry of Finance, and GST Council that provisions of IGST be amended/implemented retrospectively from 01.07.17 rather than 01.02.2019. Representation made to CBIC and GST Council on COVID-19, seeking waiver of interest and late fee on GST compliances for the period April, 2021 to June, 2021 till 31st July 2021 for both large and small taxpayers. (More)

Representation for Deferral of Tax Compliances due to COVID-19 Pandemic (17 May 2021)

The second wave of Covid-19 pandemic in the country has made it difficult for the taxpayers to continue business activities effectively and the industry is facing critical challenges in complying with the statutory due dates. CII made representation requesting extension of statutory deadlines and other measures, which would make it easier for taxpayers to efficiently comply with the same. (More)

CII Interaction with Hon’ble Smt Nirmala Sitharaman, Minister of Finance and Corporate Affairs (21 April 2021)

Addressing more than 150 senior industry captains in a virtual interaction organised by CII on 21 April 2021, Finance Minister Smt. Nirmala Sitharaman assured ramp up in supply of Oxygen and Remdesivir to States. She reiterated the importance of micro - containment policies over lockdown in virtual interaction with Industry Captains. The Finance Minister praised the Indian industry for its extreme forbearance, patience and perseverance, and described it with Japanese word ‘Gamanzuyoi’. CII Interaction with Hon’ble Shri Piyush Goyal, Hon’ble Minister of Commerce and Industry, Railways, Consumer Affairs and Food & Public Distribution (19 April 2021)

To fight the second wave of Covid-19, we need collective support and the combined wisdom of both the Government and captains of the industry, said Shri Piyush Goyal  at a CII interaction on 19 April 2021. Hon. Minister stressed on the need to calibrate efforts consistently, in consultation with health experts. He also highlighted that Industry and CII can play a leadership role in helping create healthcare facilities. Mr. Uday Kotak, President, CII outlined a 3-pronged agenda, relating to saving lives and protecting livelihoods. 

CII Task Force on Covid Vaccine

The CII Task Force on Covid Vaccine has in the recent weeks shared the following critical submissions with the National Expert Group on Vaccine Administration for COVID-19 (NEGVAC). The key recommendations include private sectior engagement on inoculation, safeguarding the stakeholders, provision of CSR spends, providing coordinates of related manufacturers, and developing a campaign strategy to remove vaccine hesitancy.
